I get this occasionally, even with Full signal. I am yet to find a workaround. At first I thought it was a by product of switching from 4G / LTE to HSPDA, which occurs for voice and sms in the UK, unless using an sms app. Maybe the switching can cause issues. It used to happen on my Note 3 as well, even with a home cooked rom.
