Can't unlock AT&T surface 3 - what next?

I am on my 3rd AT&T surface 3 that both AT&T and Microsoft claim can't be unlocked (and also claim that it isn't locked). The latest, AT&T states that Microsoft won't share the unlock code because it is no longer a supported tablet. Microsoft's latest claim is that is is illegal tamepring and will void the warranty. I've been fighting this since December (the reason for the 2 replacements). I've been told every story under the sun. I'm not an AT&T customer so that might be part of the problem, but thought Microsoft might help. They have been a joke and know little about their own products in my experience.

Any thoughts on where to go from here other than selling it at a loss and getting an unlocked one from the Microsoft store?
