Just do a hard reset and cellular data and, flight mode on and off toggle will start working again.

Create a Fake Access Point for Data Off and you can switch off by activating it and then switch on by activating your carrier Access Point.

I'm a little reluctant to hard reset as I've discovered a little bug in the |Store where not all apps will Install.

Your phone will still try to send data which will result in battery consumption.

I read on here somewhere that doing a hard reset will fix the data on/off bug so going to give that a try and see if it fixes it.
