Certain hardware needed for double tap to wake or..?

After the separation of touch, display and glance settings on my GDR2 Lumia 620; upon opening the touch settings, it shows "loading..." then a screen with the "double tap to wake" option flashes for less than a second after which the useless "touch sensitivity" option screen shows up.

So, is it really the hardware that's stopping Nokia from providing this option for these devices including the 620?
