change user name windows 10 home

used computer with previous install of win 10 home. Want to delete previous user's name and settings

The computer should be erased so you can personalize it for you. Do a Windows recovery.

Welcome to the forums. You should be able to do a reinstall of windows. I would choose the option to erase all files, and set up the PC as a new device.
