Chrome fluctuates full screen/normal. Won't stop!

[Windows Central Question]

My chrome window keeps going to from regular to full screen and fluctuates back and forth when I move my cursor onto the menu/tab bar. I have to right click or F11 to go back to normal screen. I have tried everything I can think of. Driving me crazy! Any ideas?
