Yeah, I have been waiting on it for RT, and Windows Phone 8.1. There is IKEv2, and L2TP with IPSEC, but still no IPSEC. So, if these other clients can work on RT/WP, then Cisco should be able to make IPSEC work. I emailed them, they said the user base wasn't there for them to make anything for RT/WP. But, that one may come in the future. So, the issue is with Cisco, not MS.

I have this same issue but maybe you can do something ghetto like using Teamviewer from the Surface to connect to a x86 Win box that you can run Anyconnect from.
