Somehow I doubt they would put out a budget phone with a high end camera, do you?

I realise this is a concept but it would be unrealistic to have the camera from the 1020 in what would be a budget device.

I like it. It's just too much tech for a small phone. You can't even hold it without the camera lens in your way.

OK, but remember that the 52x range are the budget model.

It should look like the 1020's camera, but with normal camera sitting behind. This might make the device looks expensive, but cheap

I think the 41MP camera from the L1020 is kind of overkill for a budget phone... but if the screen is like 4'3 inches and with the L920 8.7MP camera and the rest of the specs from the OP, could be a good successor of the Lumia 820.

The camera module alone costs $100+ as a spare part and the whole point of the 5** line of Lumia devices is low cost, so ... that's that.
