Confusion about Cortana release (Australia)

I am confused about the release of Cortana on the L930. A number of websites states that Cortana will be a feature of this phone upon release in Australia. I know that Windows 8.1 will be out of the box upon release, but is it true for Cortanta too? Or do these Australian websites have it wrong? I believe one of them was quoting the Build Conference recently held. Here is a link:

If you're part of the developer preview, Cortana is available in Alpha form as of update 1. I'm guessing that the beta release will probably coincide with the commercial availability of update 1, or when WP9 or the next set of updates to WP8.1 are made publicly available.
 
i've got Cortana working perfectly on my Harvey Norman acquired 930...u have to download US English first in settings-language before changing your region to US for it to wotk and if ever you wanna buy anything from the app store u gotta revert back to AU Region first before u can buy anything then back to US to get Cortana back :)

But...why would you bother? Unless you have a hang up about using the developer preview, there's no reason why you just can't join and get Cortana support in a official capacity. Jus sayin' 😊
