Consumer Preview?

What happened to the purported public Consumer Preview? I know many that want to try w10 but not with the restrictions the tech preview has (ie. the more intensive auto feedback as compared to previous public consumer previews like vista/7). Seems odd they announced it was coming in Feb but suddenly, silence.
 
It's not finished enough to be at that stage.

Technical Preview > (probably) > Consumer Preview > something like RTM
 
According to Paul Thurrott and Mary Jo Foley, there is no "Consumer Preview", and this is the Technical Preview 2. The chart that said Technical --> Consumer --> Developer was talking about features, not the name of the OS itself. Presumably, Microsoft will add a bunch of consumer features between now and BUILD and then release more developer related things between BUILD and RTM.
 
Also, usually the consumer preview is one of the "Gold Releases" (possible RTM) and we are quite a ways from that stage yet.
