Cool thing about the Action Center

Swiping from top will show the whole action center while swiping slowly until reaching the area under the toggles will show the area from the top of the screen to under the toggles only without showing the notifications. Thats cool feature if someone looking at your phone and you want to toggle wifi on without letting him to see your notifications.

I was playing with the emulator, and it's kinda hard to get it to stick under the toggles, if you swipe too fast it goes down, if you swipe too slow, it doesn't come down at all, you have to drag it and pause there. At that point, just swiping it all the way down would be faster. Hopefully they improve the threshold for making it stick though. It's definitely nice and useful

Its not that much hard. As you said the point is to pause there and release your finger even if started the swipe rapidly from the top..
You will occasionally need this feature and that time you don't need to be fast.
Anyway hope they improve it to make it better for you

I've never seen any demo of swiping slowly feature on any video of Windows Phone 8.1
