Correct data settings for lumia 830

My 830 (AT& T model locked, but running on Consumer Cellular) can send pictures using cell data but cannot receive them. The CC Rep stated that this may be because the phone is locked to AT&T and so the feature is disabled. Anyone have a workaround without unlocking the phone?

try asking again for the correct APN settings
