Cortana and all other windows services will not connect to the internet

My brother ran a program to "stop Microsoft for collecting data on us" and not windows store will not work and i cant update my window defender or use cortana. After some pressing this is what he downloaded and used because he saw it on a youtube vid

Hi Eric,

I deleted your link. There is no point in posting what the app was, because it sounds like the program was junk and broke some service that Windows uses to connect it's services to the network.

Without seeing your PC, it's hard to say what that program did to your machine. I'd recommend using System Restore or System Refresh to bring your machine back to the state before that program damaged your system.
