Cortana chit chat not working on Wifi

Starting today Cortana stop working over wifi for me. Works fine on Cell data. My internet is with Time Warner. I know when Cortana 1st rolled out it didn't work with Time Warner's DNS servers. At that time I changed the DNS server on my router to Google (8.8.8.8 and 8.8.4.4) and all was fine.

With it no longer working I was thinking maybe google is blocking it, so I changed my DNS server to Level 3 209.244.0.3 and 209.244.0.3.4 and still no dice.

For me it required me to turn off the default search of my ISP. What I did was type in a URL incorrectly and when the search page came up I scrolled down and there was a slot to click to turn that off.

FYI: I did this on my desktop computer. You could probably do it on your phone but where I clicked was really small. Don't know that I would have seen it on my phone.

It's not working for me at all. Wifi or cellular, I ask questions or for her to tell a joke and its just web searches. Maybe that are updating her?
