Cortana doesn't hear me (is effectively deaf) on first launch on my 640XL

I am running latest insider build, but this issue has been ongoing in all builds. When launching Cortana voice detection, either by holding on the magnifying glass, or by launching Cortana and hitting the microphone icon, she simply doesn't hear me - I have to wait until it times out and she says, sorry I didn't hear anything (or words to that effect) and then if I hit the microphone button, the speech detection works as normal.

Before anyone jumps to conclusions, yes, I know the 640XL doesn't support Hey Cortana, I am actually hitting the microphone button!

Can anyone else confirm/deny this on a 640XL? Mine is AU LTE version (unlocked) - model RM-1064_1010

Kind of frustrating, and is quicker to type a question because of this issue.

Have reported many times into the feedback hub, but have not bothered recently as seems to be only me complaining :-)

do you set and downloaded proper languages? Is time zone correct? Cortana works in latest Fast ring insider build
 
I will try the insider forum for sure. Yes, all languages downloaded (Australian English), time zone is good. Cortana works absolutely fine on the 2nd attempt, just not the first. If you close out of it then have to go through the pain again. Was hoping someone with a 640XL can try the same, and perhaps even try it as if you were in Australia for language, keyboard etc. in case that is an issue.
 
I have a 640 LTE Dual with Windows 10 installed.
I'm located in New Zealand
My region is set to Auckland / Wellington
I have downloaded the Australian Language pack and thereafter was able to activate Cortana.
All the Cortana functionality is working.
However I also experience this issue with Cortana being deaf on the first attempt.
It is so annoying!
