Cortana for Windows ?

I assume you can't get Cortana for Windows 8.1 and if I assume correctly, why not, I only put Cortana on my phone last night, earlier this evening I picked up my Surface and felt like Montgomery Scott in the Star Trek film, and my Surface has become dumb.

I expect it to appear in Windows 10.

I also expect her to show up in Windows 10, maybe then they'll add her to Win8, but probably only some month after the release of Win10.
