Cortana has speech issue?

My Cortana it's not speaking. It is working very good but the only problem I am facing is that Cortana doesn't talk to my answer's. Every thing is set on US but still it is not talking

I cannot get it to work in German. Is there a Speech-Recognition Feature like in 8.1 that doesn?t require Cortana? It tried all settings but i can?t find it.

Yep. Keep in mind that my phone has been flashed with UK firmware (although originally was FI).
Cortana works well.
