cortana in canada

Im on lumia 640 xl with windows 10 im in canada and i tried to set up cortana and i put region canada, language english canada, after i go to cortana set up the speech language but i had to download english canada but it says that there is a downloading error so i cant use it but if i put everything to USA it works so do you guys have any idea how to fix this

Hey fellow canuck Which OS, Windows Phone 8.1 or Mobile 10?
If its Windows 10 try to add another language (say french) to try to kick start the Canadian English language pack, you should be able to remove the other language installed after both have been installed, and rebooting. had this issue the first time I setup Mobile 10 on my 640 XL.
Same can be used for speech or keyboard download issues on mobile 10
