Cortana is missing from my lumia 1020 win 10 mobile

I am in canada and Cortana is missing from my win 10 mobile. Like the windows 8.1 trick i changed my location and keyboard to US but I still didn't get access to it. Is there another way to get COrtana back?

Build 10149? You could try a hard reset, but this is a known issue and as far as I know there's no reliable workaround except patience.
