Cortana is not consistently responding with voice

Greetings,

I'm using cortana on my desktop PC, win 10 AU. Cortana activates using the Hey Cortana voice command. However, cortana does not consistently respond with her voice.

For example, when I say reminder, cortana may respond with her voice and ask for the details, and about half the time cortana will just display the reminder entry window with no voice assistance.

Any ideas how I can correct this?
