Cortana shows wrong location

Windows Central Question

When I ask What's my location or what's the weather like, Cortana brings up an answer for location 200miles away based on my IP. How can I change it to my actual location? I have tried ?almost? all options in settings. Moreover Weather app shows my location correctly

Hello, I have already changed that weather settings - I´m tracking only my city. But still I get answers for my IP-address city.
Device: Computer, no GPS.
 
I have already changed that. No luck at all :(. I´m in Czech Repubic using US language, region so She might be a liitle bit confused but 200miles is way too much.
 
So I got a little tired of dealing with this issue, so I wrote a program to work around it.
Basically, it runs first at start-up and then every 15 minutes to stabilize the reporting of the default location. This works great for me - I'm currently running Windows 10 Version 1703.
As I suspect it may be of help to others, I've released it as freeware.
It's called FixMyLocation and can be found at www.rlatour.com/fml/index.html

This indeed returns the correct location I'm at but doesn't change my location with Cortana in any way.
