Is the htc one m8 for windows available world wide ? if not is it available in Taiwan (my dad flies to Taiwan next week) ?

oh that's a bummer .. im from Israel and here we have the m8 but not the windows one .. and lumia 930 just seems so outdated hardware wise ...
