CPU fan is going crazy, how can I fix it?

CPU fan is going crazy

today i upgraded my CPU, (Athlon X2 to X3), the new cpu has 3 cores clocked at 3,40 Ghz, but my computer sounds like a jet engine, 4000 RPM cpu fan have beenn mearsurd. normal it lies around 1300 Rpm. The core tempatures are normal. new paste have been applied. Why is my fan have 4000 RPM

Is the fan plugged onto the correct board connector?

Is the fan properly secured to the case/motherboard? Is the fan being restricted by cabling? Is the tower on a level surface? Do you have enough thermal compound on the CPU?

The fan was not good plugged in, i run a stress test and the fan stayed around 2500 RPM
