Default location of Photos and Video

I had video stutter problem, and I thought it could be because I have set the location to my ultra scandisk 64gb card. So when I tried to change it back to phone storage, the problem persists so I went in and check and to my surprise, there has never been any photos stored in my external SD card, no matter how I set in settings -> phone storage

1. How do I set the storage location of the camera? For folks who set it to SD card, did your photos and video actually stores in your external storage?

2. Does your video stutter, even if stored in phone internal storage?

Try backing up anything on the card (just in case) and formatting the sd using settings--->phone storage. The phone should then ask if you want to save new pics and videos to the card. Pick yes. Then reboot and put stuff back on card if there was anything. If all else fails you might have to hard reset. All of my stuff goes to SD just fine and I've never had any stutter. I'm using a Lumia 822 though.

turn out to be a false alarm in terms of the location. The file explorer app in WP8 was displaying the wrong information, and the video files are indeed storing at the right place (phone memory or external storage) according to the setting, when I look it from the PC with the phone connected.

However, the stuttering still happen, particularly obvious when in external storage :(
