Deploying apps using windows XP ?

hello everyone im new to this forum
so i've been searching recently ( a lot of searching ) how to deploy apps on windows phones and stuff
My problem is that im currently forced to use windows XP for a while and seems that i cannot deploy apps with windows xp
so my question is is there any way to deploy apps using windows xp and if yes how ?
