I hope they can clarify because Cyan is a carrier thing, I guess it can't be a cyan for all phones.

The tweet is clear as day, They said "Developer devices", not developer preview...

PSA – Developer devices are not the same as Preview for Developers (and no, you are not getting Cyan) | Windows Phone Central

If the developer preview program was getting cyan the tweet would have been from Joe Belfiore not the Nokia Dev team.
