In Windows 8 and 8.1, there is a bug in which if you had multiple user accounts with no passwords, it would automatically login to the first user account every time you started up the computer, instead of showing the user selection screen like it should.
Has Windows 10 fixed this?

If there is no passwords, the master gets top priority. Then you have to switch user.

Yes, it is pretty annoying to have to log out and log in to the correct user account every time you boot up the computer.
There is no problem like this in Windows 7.

If you go to the DOS prompt as admin, and key in the following: control userpasswords2 then press enter, is the box checked?

Yes
The administrator has a password and is signed in with a MS account (me).
The others are for my parents which are local accounts.
When I boot up the computer, every time it logs into my mom's account automatically.

If it's a home computer, you should still be using a password on all accounts.

But more importantly, why aren't you signing in with Microsoft ID?
