Display's refresh rate 60Hz ... How does that matters ?

Since Lumia 730 ,830 and some previous Lumia have it........ But it is not in Lumia 640 and also it is not in 640xl.
I want to know that does it good for touch response. I read few articles and saw videos on pure motion display.....i mean how it matters in practical life..

A higher refresh rate helps keep the eye from noticing any flicker in the image...

Supposedly higher refresh rates cause less eye fatigue too. Sometimes if you look at a low refresh screen using your peripheral vision you can see the flicker more noticeably.
