If I'm running Windows 10 technical preview on my phone. Well, I have to rollback to Windows 8.1 to receive the final update. For Windows 10 mobile.?

Not unless you just want to. The "final" a.k.a. "officially released" build will be the same or newer than you have now, just upgrade when ready.
