What does it mean that the task scheduler (for Quiet app) would not execute at exact time? If I set normal mode from 7am to 10pm, does it mean it may only turn on at 7.15am and off at 10.05pm?

Yes. Scheduler cannot turn on or off silent mode at exact time due to fact that windows phone will execute this task every 30 minutes
