Do phone contacts back up?

My Bluetooth abruptly decided to quit pairing with my car, so as a last resort, I did a factory reset (after backing up). I got the spinning cogs of death, somehow managed to get past that, and then logged in and did a restore. Many of my apps didn't download, none of my photos showed up, and more importantly, none of my contacts - other than FB contacts - are in my phone. That would seem to be the no-brainer backup item. Is this normal, and if not, is there a way to restore them, short of doing another factory reset?
 
Seems like it may have something to do with my AT&T address book, which is listed among my apps. When I tap on it, it say loading for a few seconds, then just goes back to my apps list without actually doing anything. This sucks.
 
Do you have a Microsoft account? All my contacts are shown when I log into Outlook.com. At least if the contacts show up there, you haven't lost them.
