Does AT&T Nokia 635 work in Crimea, Russia?

I wanted to purchase a pair of AT&T Nokia 635 phones to give to my parents in law that live in Crimea, Russia. The carrier they are going to be with is MTS. I am wondering if they are going to be able to use the phone there? Using data is not my biggest concern, I am worried about them being able to call and text.

Any info would be appreciated.

You would need to have the device unlocked. If it is locked to AT&T, it will not work with MTS SIM.
