Does T-Mobile support carrier billing?

I'm thinking about switching my carrier from AT&T to T-Mobile but wanted to know: am I able to charge app purchases to my monthly phone bill?

Yes, T-Mobile does support carrier billing. I can see T-Mobile Account in my Microsoft Wallet account and I am a lifelong T-Mobile customer. Hope this helps.
