Does the windows phone recovery tool v 2.1.1 bricks the lumia 520 as it did earlier???

my windows phone lumia 520 is working in v10 and I want to downgrade it in to 8.1 so iam trying the windows recovery tool last time I did it bricked my phone it was stuck on the red nokia logo does it happen with the v2.1.1 of the recovery tool???
