So do, or don't we get a download folder from which we can re-send attachments in WP8.1 without going through the cloud.

one of the leaked videos showing IE 11 shows saving files into a download folder on the phone so I would assume there is a download folder, yes.

Actually we cannot say that we'll have a full-featured file manager, but it's something though to have ability to manage "some" files/folders.
(Photos, Musics, Documents, Downloads, Videos).
We still won't be able to use cut/paste/move commands and create/rename folder options.

Stock android does not come with a file Manager. At least the nexus line of tablets does not, not sure of other OEMs. if these file system is in place, it will maybe allow for third party apps to take advantage of this.
