During "Add Drivers" DISM gives error 87...? "Make sure D

This question is in regards to RT 8.1 ESD IR5 .iso for Surface 2.
I am attempting to do a fresh install on Surface 2 due to splash screen just loops and wont start windows. Tried Recovery USB however resetting fails with "Drive is Locked... Unlock drive where widows installation is to continue..."
Tried BCDboot c:\windows/s /l en-us. nothing had worked so far! Just trying to re image my surface 2 RT!?! Is this possible and how is the best way of completing this task
