Error 0x8103010F in store

So I am trying to download a few apps on windows ten mobile 10537 or whatever the newest one is (WeChat) and it is giving me this error code. Does anyone know how to fix? This is really important for me. Thx!!
 
A soft reset normally solves store problems such as this. Just hold down the power button & volume down button until the phone vibrates & restarts.
 
I have the same error when trying to install/update Runtastic Pro. Anyone can help?
 
I am having exactly the same issue with Runtastic Pro on my 950 running fast-ring Insider Update. I keep hoping it will work as the new versions are rolled out, and still no joy. Because it isn't updating, it shows as Pending on the phone. It still works on my 950XL, which I kept on release preview. I just updated the 950XL two days ago, and it didn't break Runtastic Pro. I have sent several emails to Runtastic Pro without an answer.
