No official file manager in the emulator. File pickers API only less you choose "known folders" like Music, Picture, Videos. There is no chance can you access system folders where apps are stored.

It's like the browse button you have on desktop app. When you hit that button, the phone present you with a list of folders you can access and you can point to the file you want the app to use.

There is no file manager in the build I am running (which is NOT the GA build that will be rolled out).

Improved File Manager handling will com via stand allone apps, as it is today, that is to say no program files.
There will also be improved file handling via the cloud with the OneDrive app.

I feel its going to come as an update to OneDrive. If it ever comes.

You can not see third party apps like "Pocket File Manager" in the SDK, and yes the OneDrive app will be uppdated with a file manager for the cloud.
