Find My Phone Only Works For Windows 10 Mobile?

Four of my kids have Windows Phone 8.1 phones (my wife, also, and I have W10M).
Each of their phones have the Find My Phone stuff set up and they all have Microsoft accounts.
One of my kids lost his phone, somewhere in the house, and I was immensely surprised that Find My Phone was completely useless.
I don't know if it's just the Windows 10 redesign of the website, or what, but it says that it only works for Windows 10 Mobile.
What kind of crap is that?
Most Windows Phone phones aren't Windows 10 Mobile.
As a matter of fact, how many models actually have "official" Windows 10 Mobile?
Three?
I can understand migrating all the computer-based Family Safety stuff to Windows 10, but the phone?
It just doesn't make sense.
I would just install the Windows 10 Mobile preview, on their phones, but it still isn't as stable as WP8.1 is.
I don't want to turn them, to the dark side, at such a young age.
Hehehe...

On a side note...
As mentioned, I have Windows 10 Mobile on my Lumia Icon.
My devices page has no phone location information (Last seen at unknown time in unknown location).
I tried to Ring it, yet my phone sits silently.
I think they need to get their act together, on this stuff.
There are many, many, complaints about Family Safety, since Windows 10 came out.

Hmm, that doesn't sound right to me. I have been able to use Find my Phone with 8.1 Denim, unless something changed. However, I wonder if this has to do with the whole reset protection thing that isn't available with every Lumia.

Find my phone works fine with both wp8.1 and wm10

You are not able to detect it means that either your device has location disabled or there is no internet access on it.
