I use my FM radio all the time on my Win Phone.

How do I tell Cortana to turn it on and how can I make Cortana switch between preselected radio stations?

You can say " Open Fm Radio" Works without Cortana too (With TellMe). Stations can't be changed, use the headset buttons to switch between stations.

people still listen to FM?

No they much rather use a $400-$800 phone over 4g to stream iHeart radio and listen to extra commercials, for the privilege of getting free OTA broadcasts that you can get with a $20 radio. That's progress!

No, you can go to settings and select play to speakers.

You could do that before, IN FACT you could do that in Windows Phone 7.5......As long as you had headphones attached for the antenna. When I had my 928 I would use my old Trophy to listen to baseball games over the speaker with the headphones hanging over my desk...

As most 928 owners know, the 928 didn't come with a FM radio built in, Disabled we believe from Verizon....but, that is for another discussion.

people still listen to FM?

Sure, news and sports, stuff like MLB does not stream unless you pay $50 a year or something but, it's free over FM radio...
