Folders onscreen issue

Hi all, ive had this issue for a very long time, it doesnt really bother me but would like to know if its normal.

I sometimes connect a display and for a while now with no display connected I cannot place any fodders or icons 1 inch to the right or 1 inch from the bottom of the surface screen, not sure if anyone else has this issue? its only on the home screen on desktop mode. Any suggestions on fix?

Sounds to me like a Windows bugs. I don't have a mini-DP to DisplayPort cable to attach it on my monitor to test... not yet at least, as I am not in a hurry for it.
