Getting voice answer without having Hey Cortana.

Ok, Unable at the moment to get Hey Cortana up and running as it does not recognise that Cortana is actually working. Is there anyway that I can voice answer phone calls. Cortana actually will allow me to send and receive text messages via voice but not calls.

I have a lumia 930 with W10M anniversary installed
