Groove Radio Working, no subscription

Hi, I wanted to know if I'm missing something here. As the title reads, my Groove music radio plays without a subscription. Also I am able to play any song fully in the catalogue (no option to download). Is this some change or is this now tied to Xbox Live somehow?

I have Xbox Live Gold and can only go to the Grove store and purchase songs. I can play "local" music but nothing on Grove without paying.
