Handing down a laptop

So I have this 2.5 y.o. laptop that came with Windows 8.1 and then upgraded to Windows 10. I'm considering to buy a new laptop and hand this one over to my brother.

Will he be able to use the Windows 10 with his Microsoft account, after I reset the laptop?

Yes, after resetting the laptop and doing a clean install of W10, he could still use it with his Microsoft account (or local account) but may be limited to a few features if it isn’t activated with a key.

In the installation when it asks for a product key, there is a “I don’t have a product key” button that could be used, which allows you to proceed forward and finish setting up Windows.
