Hard reset from .63 (Insider) to get latest firmware and phone hard reset and still on .63?

Title says it all for me. Odd part is I was able to install the new firmware immediately and did not need to upgrade back to .63 since the phone did not revert back.

I did not do a backup restore and started fresh. All other settings reset (start layout, sounds, colors, etc.)

Your phone will never revert back to a previous build after a hard reset, the only way to go back to a previous version is using the Microsoft Recovery Tool, glad you managed to get the new firmware out of it though

Well that is good to know! Thanks for that, I thought it dropped back to original OS.
