Hard reset not working, how can I get it to work?

I installed win 10 on my lumia 520 in august or so. It was reaaally slow. So I decided to go back to win 8.1. I thought a hard reset would do that. Apparently not. It got me into a reboot loop and nothing works. I think I tried almost everything I could find on google. It keeps showing the image like it would update the system, but after 1 minute it shows this ":-(". Then it restarts and does the same and so on.
Please, help me. I'm lost.

Windows Phone Recovery Tool is the only way to get from W10M TP to WP8.1.
