Has a pager app ever been developed?

Before I can switch back to Windows Phone I need a pager app that I can set so when I get a text message it will alarm continuously until I turn it off. Has anyone developed something like this yet?

I am on a volunteer dive team and we use Active 911.

when you get a notification, does the alert keep ringing until acknowledged or does it only sound once?

That it does not. Best the app can do is leave a message in the notification area. This has been an issue for me as the app is silenced with the quiet time I have set in Cortana. I have to have the admin for our group add me as an SMS contact, too so I can set Active911 in my circle of friends to break through during quiet hours at night. It would be cool if apps could also be included in the circle inside Cortana.

If someone could simply create an app which alerts me when I get a text and doesn't stop until I do something to acknowledge it, I would pay money for that app.

It could be as easy as lobby the makers of Active911 to make that an option for individuals. They are quite open to changes/improvements.
