Has anyone seen this 0x8024500C ?

Does anyone know what this error is and more importantly know how to fix it ?
I get this error whenever I go to Microsoft App Store and try to download a app.
The download doesn't happen (work) just says "try that again" see details.
When I look at details it says "something went wrong" try again error code 0x8024500C
I have a Surface Book 256/i5/8GB/dGPU

Google found a post which seems to mention the 0x8024500C error code you're receiving, but I can't post links. The last part of the URI path is listed below:

I was getting this issue and the only way i could fix it was to do a Windows 10 refresh (Settings-->Update & Security-->Recovery-->Reset This PC). Once I essentially reinstalled Windows, everything worked beautifully. This was the only thing that fixed the issue for me.
