Correct me if I'm wrong but when taking a picture with Microsoft Camera Software with HDR enabled; shouldn't I get multiple exposures or is it only taking a single exposure ?

HDR in the built in camera app auto merges multiple exposures into one shot. If you use Rich Capture then you can blend those exposures.

To get multiple shots to manually make an HDR photo requires a separate app.

You're saying that if I enable rich capture I should see multiple exposures of the image saved on the phone ?

No you will see only ONE photo. However, you may be able to adjust exposure/lighting after the fact.
