I own a Lumia 650, not yet ready to get the 950, is the hello windows feature need hardware that is only in 950 and hp elite x3? Or more of a software feature... That can be added to other phones

It's a hardware thing, can't be added.

Only the devices that have the IRIS scanner can use Windows Hello.
Lumia 650 doesn't have it, but it's a beautiful device. No issues really. Been using it for 2 months now.
